Center for Improving Value in Health Care (CIVHC) – Colorado All Payer Claims Database
Overview
Established in 2008, the Center for Improving Value in Health Care (CIVHC) is a public-private entity created to identify and advance initiatives across Colorado that enhance consumers’ health care experiences, contain costs and improve the health of Coloradans by creating an efficient, high-quality and transparent health care system.
CIVHC is the appointed administrator of the Colorado All Payer Claims Database (APCD), and is the only organization in the state that brings together a diverse constituency of consumers, providers, payers, businesses and policymakers to work together to improve value across the entire health care system.
An APCD is a database that typically includes data derived from medical, eligibility, provider, pharmacy, pharmacy benefit managers, and/or dental files from private and public payers, including insurance carriers, health plans third-party administrators, Medicaid and Medicare. Comprehensive data on the costs of health care services, utilization patterns and more are essential to informing and evaluating state health care policy.
The Trust has provided funding to CIVHC on several occasions since 2010, for APCD planning; to help identify and pursue strategies for health care quality improvement and cost containment; developing and building the APCD; and enhancing the database post-launch.
